Fouquieria formosa?

    I could be wrong on the get-go on this, but I think it's Fouquieria. The most common candidate, the one showing up most frequently in google with flowers like this, would be Fouquieria splendens, which is Ocotillo, but it seems more shrubby, missing the sparser whip-like branches of that one. Could it be Fouquieria formosa?

    In the cactus garden at Kapi'olani Community College in Honolulu.
