Flowering weeping cherry tree

I have a tree about 5 ft. tall. The limbs droop over onto the ground. How and when do I prune the tree . Thank you retired

 

Snip the tips on the ground off whenever you like, if you like. I wouldn't give it a salad bowl haircut that makes it look like a cocktail umbrella. This is commonly done and completely counter to the purpose of the tree.
