Tree about 18' tall. Flowers kind of like saskatoon, but leaves look different. New leaves pubescent. Maybe Amelanchier lamarckii?

Sorry, I posted that reply before noticing you already believed it to be an Amelanchier. The tree species (from eastern N America and Eurasia) are difficult.

Most prevalent non-native version in this area Amelanchier x grandiflora, represented by various named cultivars. Recently 'Autumn Brilliance' has been dominant at local outlets, but Jacobson, Trees of Seattle (2006) also gives specific locations for plantings of 'Ballerina', 'Cole's Select', 'Robin Hill' and 'Princess Diana'.
