There are two of these evergreen trees growing near the intracoastal waterway in Horry Co. Sc. Large trees 40 ft. Isn't this kind of rare for SC?

Privet Ligustrum of some species; not an ash.

40 ft plus? Definitely not ligustrum. Doesn't bloom with my other ligustrum either

I notice from your pic that there is no terminal leaflet.
Fraxinus griffithii has a terminal leaflet. See...

Fraxinus griffithii.....The pinnate leaves are glossy, pale green with a silvery underside.

    Diagram 1 and 2. See

Ligustrum sp can grow to tree size.
Ligustrum lucidum in SC.....Mature Height/Spread: This evergreen tree will reach 35 to 40 feet,

HGIC 1070 Ligustrum : Extension : Clemson University : South Carolina

    Different sp...different flowering dates?

The photo clearly shows simple leaves, not compound pinnate leaves.

Ligustrum lucidum can reach 25 metres tall (Flora of China), and is widely recorded as invasive in the southeast USA.
