Euphorbia problems

    Hello!
    I am looking for some information on growing Euphorbia "Tiny Tim" in the GVR.
    I have been working in this garden for 4 years and we have continual problems with the euphorbias there. Namely they are growing too well and rarely bloom. The owner of the property has paid for the replacement of the euphorbias 3 times in an effort to get the shortest blue/green leaved (chartreuse flowers) variety. All 3 have been guaranteed to not grow bigger than 16" but have shot up to 2-3ft in her garden. Not only are they ridiculously tall, but they rarely bloom. I suspect that the problem may be water related as they get full sun and different fertilizer combos have changed little. Because these plants are a key structural feature to the garden, any advice would be appreciated. Thanks!
