    To answer the first part of the question, I'd seek out some of the Chilean botanic gardens to see if some of them have a botanico-horticultural advice component: Chilean Botanic Gardens via Botanic Gardens Conservation International

    As for the second part, I'll leave it open for others to answer, but I will note that those conditions (as described) are similar to much of coastal western North America.
