    Looks to me more like where Adelges cooleyi (a sap-sucking insect) has been feeding - look for a small black dot on the underside beneath the yellow patch, often also with some white wool.

    The needlecast diseases are primarily a problem of interior DF (Pseudotsuga menziesii subsp. glauca), and don't generally affect the coastal subsp. menziesii.

    Check out the little black dot in the upper center of the photo and as Micheal F says that may be your critter
