This looks to me to be fireweed. E-Flora BC Atlas Page talks of 2 subtaxa present in BC but I couldn't say if one of those or another may be what you are dealing with - if indeed it is fireweed. It's strange - I never see mature plants blooming in my area but there are always lots of seedlings.
