I had some trouble transplanting a plant (Flowering Kale) from a pot and my newb behavior decided to cut off the majority of the roots. That one giant root right below the stem remained intact - so I'm guessing it might grow back the tiny hairs of roots?

Should be OK with a kale.

Do you have any idea how long it would take for the roots to grow back? When I bought it the roots were roughly a foot long if I stretched it out.

This is what it looked like when I planted it (I stripped off the leaves if that makes any difference...)

After 2-3 days it looks more dry though. Is that a bad sign?
