Distintive Flowers

    The conspicuous and distinctive flowerheads on this large shrub or small tree ought to make it easy to identify but it has me stumped.

    I don't think so. Those flowers don't really open out any more. I can't recall seeing them develop into the starburst pompoms of Cephalanthus.
