Disease or poor care

    I have a tri color beech which sits in a corner near my home. It is on the north side so it doesn't get much sun. The neighbors have the same tree but there's is on the north west corner so it gets ample afternoon and evening sun. There tree looks beuatiful and mine looks like a Charlie Brown Christmas tree. It barely grows leaves and in the past couple of years those few leaves have had a small white growth on the underside. I have had the tree for ten years and it has hardly grown. However, the leaves that do come in are beuatiful and retain their color just as long as the neighbors. Any ideas?
