Can anyone identify the plant/flower in this photo with Costa's hummingbird. Desert shrub "evergreen", growing in Anza-Borrego desert southern California, with purple flowers. thanks in advance.

Growing in a cultivated area? Looks a lot like rosemary (Rosmarinus).
