Much more limiting environment there, shrubs like this will not be possible unless you greenhouse them.
Alpine gardeners in Calgary do grow small Daphne species successfully outdoors so it is possible with much forethought and selection of suitable species... but for the average gardener, a much more limiting environment indeed.
Not quite the same, but maybe try Daphne mezereum. I find it has a very nice and intense fragrance. Not evergreen.
