My Mother has recently sold the family home that my family have lived in for close to 60 years. One of my treasured plants is a much neglected daphne mezerum. It did bloom this past spring but it is tall and straggly. I would like to move it to my garden this Fall. What are my chances for success? Prune on planting? Or, wait till after it (hopefully) blooms?

Buy a new specimen instead of trying to move the "straggly" example. For one thing daphnes do not transplant readily and for another this species in particular is virus susceptible. So the plant at the family home might be diseased anyway.
