Is it true (or not) that it is beneficial for next year's blooms to deadhead the old blooms when they fade? What about other flowering bulbs and plants in general?

Well, I do. Also refrain from cutting back leaves until they are yellow/brown.
Energy absorbed through leaves and NOT being expended by making unneeded seeds will be stored in bulb for the next growing season.
In general, yes, I do deadhead when flowers are clearly spent. Exceptions of course, such as the echinacea I leave to go to seed---food for the birds.
