I have a very cool specimen of this tree, but, have failed miserably at getting cuttings to take root. Can anyone give me some pointers?

I'd search "cryptomeria cuttings", "cryptomeria propagation"...

Traditionally conifers are done during the fall, kept in a suitable cool environment for perhaps months while the roots slowly appear. However, I have read results of a study online that found that Alaska cedar had the highest percentage of takes when collected and stuck in April.

Without a description of your method it is impossible to comment on that. Maybe you have been making what could appear to be an obvious mistake, although again best propagation methods aren't all worked out for all garden plants - there is also an aspect like that of professional chefs where different propagators may be using different "recipes" with success. Propagators seem much less likely to publish "cookbooks", however.
