    Cortinarius crassus?
    Cobweb veil. Sticky cap.
    spore print forthcoming
Forgot to take a photo of the cap, but the left photo shows a bit of the color of the rest of the top...tan or light brown.

    Spruce forest

Only a handful of people in the country I would trust with a species name on a Cortinarius.

a drop of KOH on the cap is necessary (or at least very helpful) to get to a subgenus on corts in case you have some.

You can get it from your friendly neighborhood mycologist or biology lab. Or you can go to any supermarket and get some Liquid Drano - it's NaOH and basically does the same thing chemically. See http://www.mushroomexpert.com/macrochemicals.html (search for Drano) for a few details on it.
