I've started growing cornus kousa from seed and now have some beautiful little seedlings. I was just wondering when the right time would be to move them/pot them up , what kind of soil, and how many years before these little guys will flower? Oh, I also got a real nice looking variegated seedlig. Amazing!

You can probably pot these up anytime, using commercial potting mix. Some winter protection may be helpful, as I've lost seedlings left in exposed pots - you might want to just bury the pots in soil. C. kousa started from seed will generally take considerably longer to bloom than grafted plants, perhaps starting in 8-10 years or more. As you may have noticed, seedlings tend to exhibit a fair amount of variability, making this an interesting project. Good luck.
