I have been classifying the flowers pictured below as Oregon Sunshine (Eriophyllum lanatum), but I am now thinking that is incorrect. Can someone please set me straight.
Check if Heliomeris multiflora fits. You can dig inside the flower head. In Heliomeris, each flower is wrapped by rigid bracts: https://www.flickr.com/photos/zharkikh/7979454445 In Eriophyllum, there is no internal bracts.
