    I am sure this plant is common and any hobbyist with a clue would know what it is called but, I am clueless.

    I just want to know what this plant is called and if the features in the photo indicate that it has, in the past, flowered.

    as a bonus i would like to know;
    if it has flowered how can i promote flowering in the future?
    how often can i expect flowering?
    in what season should i expect it to flower?

    thank you in advance

    ps: i hope the picture actually got attached.

    Could it be a Dracaena?
    Thinking 'lemon-lime'-ish. Unusually recumbent, but happy and mature enough to bloom for you.
    Fear not! This ID will be contradicted/confirmed in short order by our intrepid and learned members.

    Thought that the genus Pleomele was included in Dracaena?
