Identification: Colorado Blue Spruce

    Looks like a semi-dwarf cultivar of Blue Spruce, though the pic is too small to be 100% certain.

    Can't rule out similar cultivars of White Spruce on the amount of detail visible.

    Thank you Michael. Unfortunately I don't have a better picture right now.
    Edit: It looks very much like a dwarf globe Blue Spruce though.
