Your palm has a pest on it called meallybug a good regular dosage of a systemic pesticide will control it. Palms tend to get this problem quite frequently and you may find a good squirt with hose to be nearly as effective and less of a hazardous to yourself and your environment.
I sprayed with Ortho Orthenex twice and no improvement maybe some trees got worse, i have been looking for these mellie bugs but dont see any???
Spraying something that isn't actually going to address the problem just adds more chemicals to whatever environment this plant is in.
