Chinese fringe tree

    I have a Chinese fringe tree (chionanthus retusus) which is sited in full sun. Its leaves are not green, but sickly yellow. I read on U.S. sites that it should be sited in full sun, but one in Ohio says that it takes light shade (a few hours of direct sun). So is it sited incorrectly, causing the leaves to turn yellow? or did it get too much moisture last winter? (or not enough now?) or is there a soil deficiency that I need to correct. I've just mulched it with sea soil. I'm tempted to move it, as I have an overhead irrigation system, and I think it may not be getting enough moisture, in this small garden bed in the middle of a lawn.
    Anyone have experience with this tree on the West Coast ?(I live in Victoria).
    Thanks in advance for any assistance. I'd hate to lose this tree.
