cherry tree second year growth

    I have a tartarian(sp?) cherry tree that is in its second year this year this spring. It didn't grow too well last year, and this year it only put out a shoot about 6 inches(but above the graft) from the ground. That shoot is now about 8 inches long and appears to be doing well, but the upper 4 feet of the tree has no growth. Is it over for this tree or should I wait and see what happens. I have three montmorency(sp?) one meteor and two bings that are all doing well, but I planted two tartarians last year and one died and the other I already described. TIA
