I am wondering if you can trim the tops of cedar trees so they do not grow so tall?

Topped trees fork and continue growing taller unless cut so hard they can't. Forking trees are often less structurally sound. If you are talking about a sheared hedge the shearing reduces the amount of height increase made each year.
