My question is simple I'm starting my tomatoes indoors under lights and I was wondering can I plant a tomato seed too shallow?

Well, yes....but: a seed planted too near the surface will germinate, and likely show on the surface as a seed with a radicle sticking out of it which you can simply-gently-plant deeper. Some people germinate on moist paper towels before planting, after all. You can plant too deep, however, and have zero germination, so all things being equal too shallow is a correctable problem, while too deep can be fatal.

The only problem that I've had with shallow planted seeds is that they may sprout out of the soil with the growing shoot still enclosed in the seed capsule and unable to shed it. This is less likely to happen if the seeds are buried sufficiently.
