Im pretty sure it's a phalaris, but im not sure which one exactly, and i want to be sure. It grows everywhere here. ( Location : Croatia, Istria )
Looks Hordeum to me. To make sure, check the structure of the spike branch. Hordeum has three spikelets at each node, like this: https://www.flickr.com/photos/zharkikh/8931527661
