Identification: Can anyone tell me what's eating my Autumn Blaze?

I'm very new to this and would like any help you can offer.

My tree is 3 years old and today I noticed fallen dried leaves beneath it. Upon closer look, I see this all over it's leaves (see attached picture). The autumn blaze in my parkway has the same stuff all over it's leaves.

Fungus or insect? Any recommendations on how to treat it?
