I’m a novice with plants inherited this when I moved in is it dead as the finds died and left with the growth at the bottom
A Cordyline, not a palm; yes, the top is dead (so can be cut our broken out if you want to), but it has resprouted from the base, so it will regain its earlier size eventually. The most likely cause of the dead top is a cold winter a few years back, it isn't too cold-hardy so gets cut to the ground every time there's a bad winter.
Saw it off just above the level where the replacement sprouts start. https://www.rhs.org.uk/plants/4361/cordyline-australis/details
There are no replacement sprouts above that, are there? That's the part everyone agreed is dead. The reply said to cut that off just above where the replacement sprouts start.
