Could be yellow or meadow hawkweed, Hieracium caespitosum.

What are the plant's leaves like?

 

Maybe a Hieracium species, but those yellow daisy-type flowers are notoriously difficult to identify (see http://en.wikipedia.org/wiki/Damned_yellow_composite !!). Whatever, you can probably safely regard it as a weed.

H. umbellatum was lining I-5 south of Vancouver (near Bellingham) some years ago.
