I have a California Lilac in Point Roberts, WA. Last year it appeared very healthy and had masses of blooms although on the neighbour's side of the bush the lower branches were brown and dying. This year there are fewer blooms and the lower 2 feet of branches on both sides of the bush are dying. Is there something I can do to stop the dying off of lower branches and to fill in the lower area?

Probably not, sounds pretty severe. What is wrong can only be guessed at from afar.
