I'm not sure what this plant is or what I should do with the shoot it has sent out. The shoot is at least a foot long. I've been letting it rest in another pot hoping it might take root, but nothing yet.

Your pic is a little blurred. I suggest that this is one of the many Haworthia species from Africa. The shoot is a flower stalk--Flowers are often described as "insignificant". I feel that in winter no flower can be called insignificant, lol! Here is a site where you can check out some of the species. http://www.desert-tropicals.com/Plants/Asphodelaceae/Haworthia.html

I have that same plant you do, It's called a Gasterworthia, a hybrid which is a succulent. The cultivar name is 'Royal Highness' although one website also lists it as 'Royal Duchess'

Mine also had a baby after flowering on that LONG stem. Previous years when the flowers died, I just cut the whole stem off not knowing babies would grow!!! Because I didn't cut the stem off this time, low and behold!
I let the little baby grow some on the stem, then cut it off and planted it with the bottom end down in cactus soil just enough to hold it upright. I dropped several drops of water around the plant to help get it rooted. You could also use a spray bottle to mist it a little until it roots, I didn't keep it wet or soak it.
You might want to wait until spring rooting the babies.

Thanks for the advice. I'll give it a couple of months. We don't get much sunshine this time of the year.
