Our grass isn't exactly the healthiest - dead spots, weedy, etc. I noticed that in the backyard, when we take steps, there are lots and lots of tiny little bugs that jump around. I think they are light colored. Does anyone have any idea what they could be?

sounds like Chinch bugs to me. Southern critters. we had them in florida when I lived there; they love to eat St. Augustine lawns as well as Bermuda grass. Get a good pesticide from your local garden center.
