I have an bridal veil spirea srhub in my front yard that has been dying off and when I went to prune it I found what appeared to be a wood boring insect similar to a barkbeetle but lighter in color (golden tan). It seems to be associated with a black fungus and is boring right through the branches. I also found an internal breeding chamber. Any ideas on what this is and how I can control it?
