I had built a dam (not on purpose), and it has pooled up around my blue spruce for about 2 months. The standing water would drain but the ground has been saturated and has not dried out since. I have corrected the (dam). Put in a drainage tile. The tree looks bad. I put in some fertilizer spikes. What can i or should i do?

    Can you post a photo?

Adding fertiliser was not a good idea, that won't help a sick tree - pull out the spikes if you can find them.

fertilizer wont help a lack of roots or the presence of rotten roots due to oversaturation. Time, drainage and cessation of irrigation might.
