Blue Spruce (?) desease?

    I have this tree at my back yard, not sure why it has yellow leaves at some portion and it doesn't look healthy. Got her some fertelizer but doesn't seem work. What should I do?

    It's a cedar, and sad to say, it is nearly dead - I doubt there's anything can be done to save it.
