Identification: Blue fungus

    It doesn't look quite right to be a fungal growth.
    There seem to be fibres, is there any chance it could be blown in on the wind from something nearby. Or maybe an insect has created it either as as a web or somewhere safe to lay eggs. Just a suggestion.
