Black beetles eatting my dogwood leaves

    There are some black beetles eattign my dogwood leaves and the seem to cluster on my garage siding, protected by the leaves they eat. they are all about 1 cm in length, I have attached a photo for reference.

    Any idea what they are and how to control them?

    The little critter is a Black vine weevil
    (Coleoptera: Curculionidae)
