bay tree sooty mold

    My bay tree has become covered with black sooty mold (probably due to scale insects). The mold is impossible to clean off. Does anyone have any idea how to rejuvenate this plant? Are there any safe insecticides which will not make the leaves toxic for culinary use? Can this tree (6' tall) be pruned?

    Kill off the bugs and the mold will diminish also.
