Artemisia Absinthium Identification

    A few days ago I've found this plant, that seems Artemisia Absinthium.
    Description fits perfectly, leaves, smell, taste, but the flowers are not in a cob.
    Now, maybe blooming is not complete and the cob will form later?
    Here is the pic. Is this wormwood? If not, what is?
