Identification: Any suggestions on what’s going on with this Palm?

This Palm keeps pushing out new growth as previous growth matures and dies which is normal I know, but. there are never more than 7 fronds, 4 dead, and 2-3 new and juvenile fronds.
I had an Arborists look at it last year telling me it just needs more nourishment and fertilizer which it has with irrigation 3 times a week. It’s been looking like this for 2-3 years.
Any thoughts?
