Sorry not a good photo - seen at Picklejar lakes in the Alberta Rockies
Sorry but the recognition of a plant based on a photo like that is a gamble.
For fun, then I gamble Gentiana cruciata.
Photo is taken in Canada I believe - G. cruciata is an old world species.
Is this in the wild or in a garden?
In the wild - Rockie mountains of Alberta
Maybe Gentiana calycosa. (attempted to key from https://anpc.ab.ca/wp-content/uploads/2019/04/Misc-Small-Dicot-Families-2019-04.pdf )
