The tree in the photograph is almost certainly Serbian spruce, Picea omorika. Serbian spruce is typically narrow with springy, upswept branches (an adaptation to growing where there is heavy snow). The needles are flattened, green above and blue under. In contrast to many other spruce species planted locally, P. omorika is neither pest nor disease prone. It makes a great landscape plant.
