Allium - leaves die before/at bloom each year since planting. Yet, the flowers are healthly and SO attractive. Driving around town, notice other alliums ALSO bloom above dead leaves.

Past 2 years have seen record snow, here. Is this the cause? Or is what I see normal for allium?

Too, first-year blooms were much larger than subsequent -- need more fertiliizer? Frankly, I think I might OVER fertilizer everything (sprinkle dry 20-20-20 as if feeding the birds, and use Miracle Grow liquid).

Yes: It's normal for some kinds.

Yes: You are probably over-fertilizing, although would not cause the leaf condition or reduction in flower size you are seeing in the alliums.
