I planted 2 Alaska Weeping Cedars 2 years ago. One has grown quite a bit and is a nice dark green color with a few seeds on it and the other one, which I planted about 30 feet away, is somewhat sickly looking with tons of seeds on it and it hasn't grown any since I planted it. I live in Washington State. Is it going to be OK?

Probably something wrong at the roots, too wet or dry etc. Poke around and have a look, including inside original soil ball (if it was field-grown and balled in burlap at some point). The roots run the show, if there is an issue with the roots the top can't do anything. Other posts with same question have been made, maybe try searching forum for additional discussion.
