I just got this decrepit agave from someone who didn't really know what they were doing. Is it possible to save the parent plant and make it look nice or should I concentrate on propagating and starting new ones?

Why not both? Yes, it'll take a while for the parent to grow new, nicer leaves, but assuming the roots are intact, it eventually will. That way you have some insurance in case the parent or offsets fail, too.
