Added Powerpoint attachments, increased attachment size

    I've added the ability to upload Powerpoint attachments.

    Also, I've increased the attachment sizes allowed - this is both a good and bad thing, since people can now upload even larger images which is problematic for those on dialup. I've added a suggestion in the Attaching Images thread that images be resized under 400K.
