Yucca filamentosa 'Variegata', or Adam's needle, needs full sun. It won't bloom in shade. Also, this variety blooms in June or July - give it some time. Fertilizer shouldn't be necessary, however make sure that if you ARE applying fertilizer that it is low in nitrogen (first number) and higher in phosphorus and potassium (last two numbers).
