I came across to this tree and wonder if it is an Acer Tegmentosum. Tree trunk is not very green but the new growth is greenish and the buds are tips are coated in white.
Not possible to tell from this alone, there are several maples with wax-bloomed shoots, including common ones like Manitoba Maple Acer negundo.
Buds in section macrantha are 2 scaled and valvate. So I wouldn't think this was tegmentosum, though I haven't gone out to look at a tree and verify. Also tegmentosum does have very visible striping, at least in those I've seen and have here, so I think you'd see that on the bark lower down.
look of branch is more similar to Acer caesium Giraldii no tegmentosum ..but i agree with Ron isn't a maple
