I have 2 abelia bushes which I thought I had lost over winter but are now coming up from the bottom. The bark on the trunks is peeling off everywhere, is this the plant rejuvinating itself and can I pull the old bark off or should I leave it? Thanks Marian

Cut off the dead stems above the new growth.

The new growth is shooting out above the bark that is peeling off.

If there is a concentration of new shoots at the base, with some others scattered over the mostly frozen original top the pruning procedure is still the same.

Fuchsias may do this patchy re-sprouting nearly every year. Your abelia is doing it because it got too cold for it this past winter. To get an attractive specimen this summer you cut off the failed original top and go with the replacement top coming from the base.
